The New Zealand Government’s Transport Agency (NZTA) was in a competitive pitch against a private consortium to deliver the promised light rail from the centre to the north west of Auckland.

The project is a first for NZ and will provide a modern integrated public transport system with seamless connections to help make Auckland’s transport network comparable with international cities.

NZTA required a strong communications, engagement and brand strategy for its submission, and engaged H/Advisors APA to assist.

The strategy incorporated extensive engagement with businesses to mitigate disruption; partnership with Maori people to bring cultural values to the fore; and sensitive interactions with impacted landowners. Targeted approaches to schools, educational institutions, vulnerable users and diversity groups were also incorporated to ensure everyone would have an opportunity for input.

Detailed action plans were developed for the three phases of delivery - the first 100 days to positively position the project, establish credibility and initiate relationships; for the design and planning phase to build support, seek input and develop trust; and for the construction phase to minimise unrest and maintain momentum and excitement.

The NZ Government is currently determining its next steps on this project.
