The task for H/Advisors APA was to develop a white paper which argued for a change in public procurement, to consider lifetime cost and productivity, rather than the lowest cost compliance with specifications.

This involved translating Johnson Controls’ technical knowledge and product suite into a public policy model, which illustrated how cooperative design of systems dominates traditional procurement strategies.

We then matched the white paper to a government relations plan.
