Phil is a skilled campaign director with more than 20 years of experience transversing ALP politics and a range of regulated sectors including the nuclear medicine industry and fuel cycle, transport and infrastructure, and social services.

His background is in a State Labor Government, where he worked as a Communications lead in the portfolios of Planning, Roads and Disability Services, before becoming a senior media advisor to a NSW Premier.

Phil has also served in senior inhouse advisory roles for ANSTO which operates Australia’s only reactor at Lucas Heights, a media industry association, and RailCorp where he was a media advisor for the Sydney and NSW train networks.

Phil has led public affairs approaches around the remediation of Barangaroo, the repatriation of radioactive waste from Europe in 2015 and 2022, asset recycling for a state transport department, organisational recovery after workplace injuries and fatalities, planning permissions for significant resources and property projects, and better regulation of Airbnb and liquor licensing.

As Deputy CEO of Australian Public Affairs, he helped guide the transition of the firm into H/Advisors APA in 2023 - assuming a more expansive national leadership role as a result.
